Numbers 1.1-2
1 And the LORD spoke unto Moses in the wilderness of Sinai, in the tabernacle of the congregation, on the first day of the second month, in the second year after they were come out of the land of Egypt, saying,
2 Take ye the sum of all the congregation of the children of Israel, after their families, by the house of their fathers, with the number of their names, every male by their polls;
From Genesis, Jesus Christ created the heaven and the earth as God. So in the book of Numbers, it is Jesus Christ acting as the Lord that spoke to Moses
John 5.39
39 Search the scriptures; for in them ye think ye have eternal life: and they are they which testify of me.
Jesus Christ emphatically made us to know that all the scriptures in bible are about Him, what evidence do you need more to believe that Jesus Christ is the Almighty God all through the bible.
Joshua 5. 13-15
And it came to pass, when Joshua was by Jericho, that he lifted up his eyes and looked, and, behold, there stood a man over against him with his sword drawn in his hand: and Joshua went unto him, and said unto him, Art thou for us, or for our adversaries?
14 And he said, Nay; but as captain of the host of the LORD am I now come. And Joshua fell on his face to the earth, and did worship, and said unto him, What saith my lord unto his servant?
15 And the captain of the LORD’s host said unto Joshua, Loose thy shoe from off thy foot; for the place whereon thou standest is holy. And Joshua did so.

Please read the above, Joshua’s encounter with the Almighty God. The God that presented Himself as the Captain of His own army or captain of the host of the Lord. How on earth do we know this?
Well, in the book of Revelation chapter 19.10, John’s encounter with the angel who showed him things in heaven.
10 And I fell at his feet to worship him. And he said unto me, See thou do it not: I am thy fellowservant, and of thy brethren that have the testimony of Jesus: worship God: for the testimony of Jesus is the spirit of prophecy.
