These ten horns correspond to the ten toes in Daniel 2, representing the ten divisions of Western Rome:

Though the Roman empires were destroyed, their legacy continues as the European Union. According to the Lord Jesus Christ, this union will not last, as they will never unite fully and will ultimately be destroyed by Him.
Rome began with Romulus and Remus, two warrior brothers from Carthage who founded Rome along the Tiber River. Romulus killed Remus out of envy and became Rome’s first king. He made Rome strong through war, conquering many nations and bringing wealth, slaves, and riches back to expand Rome’s territory.
Italy’s origin, like Rome’s, traces back to Carthage. Carthage was wealthy and populous, and its people mingled with Romans, who later became known as Etruscans and then Italians. Rome grew stronger and became the capital of Italy. Both Italy and Rome came from Carthage.
Many historians have overlooked or forgotten what the Lord revealed about Rome’s rise and ruthlessness. Rome, born of Carthage, destroyed its birthplace through wars to erase any memory of it. This is likely why Rome invented the myth of the wolf.
Revelation 17:11 says:
“And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition.”
This refers to Rome as the eighth kingdom—once mighty but destroyed by other powers. It is “of the seven” because it arose from those earlier kingdoms, with Carthage being one of them.
Revelation 17:12–13 explains the ten horns as ten kings (the revived Roman empires, or European Union), who have no real power yet but will give their power to the beast for a short time.

One important truth is that God created the world and knows His creation better than anyone.
In summary, Rome was the eighth kingdom—powerful and dreadful but destroyed by stronger nations. It will revive briefly as the European Union, which will try to be like old Rome but ultimately will be destroyed according to the Lord Jesus Christ.
